WE THE PEOPLE UNITED FOR CHANGE, INC. is a 501(c)(3) nonprofit community development organization based in Baltimore, Maryland, dedicated to empowering individuals, families, and communities through education, outreach, advocacy, and supportive programs.
Our work is built on a simple understanding: although our individual stories may be different, many of us experience similar struggles. Financial hardship, housing instability, limited access to resources, family challenges, setbacks, and the need to rebuild can affect people from every walk of life.
The members of WTPUFC bring their own lived experiences with hardship, perseverance, and overcoming obstacles to this work. Those experiences have helped shape an organization that understands the importance of meeting people where they are, listening to their needs, and connecting them with meaningful opportunities and resources.
We don’t serve communities from a distance—we serve with understanding, compassion, and purpose.
That is why our team is committed to providing programs and services in communities where resources and opportunities are needed most. We work to help people strengthen their lives and create pathways toward greater stability and opportunity.
What sets WTPUFC apart is our commitment to community-first development and people-centered solutions. We believe lasting change happens when people are given access to knowledge, resources, supports, and opportunities—and when communities have a meaningful voice in shaping their own future.

About the Founder & Executive Director
Mustafa El Shabazz Bey is the Founder and Executive Director of We The People United for Change, Inc., a Baltimore-based nonprofit organization committed to advancing economic empowerment, youth development, health and wellness, community engagement, and opportunities for individuals and families in underserved communities.
His leadership is shaped by both lived experience and a commitment to community-driven solutions. Having personally experienced homelessness, financial hardship, housing instability, addiction, and incarceration, Mustafa brings a perspective grounded in understanding the barriers individuals can face while attempting to rebuild their lives and achieve stability.
As Executive Director, he leads the development of WTPUFC’s programs, community partnerships, outreach efforts, organizational strategy, and long-term vision. His work emphasizes collaboration among residents, nonprofit organizations, financial institutions, public agencies, businesses, and community leaders to expand access to education, resources, mentorship, economic opportunity, and pathways toward self-sufficiency.
Under his leadership, WTPUFC is advancing initiatives centered on Youth Empowerment, Nutrition & Healthy Living, Financial Literacy & Homeownership, community outreach, and anti-displacement advocacy, while continuing to develop strategic partnerships that can expand the organization’s reach and impact.
Mustafa’s broader vision is centered on creating pathways that help people move from instability to stability, from education to opportunity, and from surviving to building sustainable futures for themselves, their families, and their communities.

Why I founded
WE THE PEOPLE UNITED FOR CHANGE, INC.
"I founded We The People United for Change, Inc. (WTPUFC) because I know firsthand what it means to struggle, lose stability, and fight to rebuild your life. My journey has included addiction, incarceration, homelessness, housing instability, financial hardship, and the difficult process of starting over. Along the way, I encountered individuals and families facing many of the same struggles—people with determination and potential who lacked access to the resources, guidance, support, and opportunities needed to move forward.
At different points in my life, I was one of those people.
Those experiences taught me that the challenges facing individuals and communities are deeply connected. Housing, employment, financial stability, health, education, and access to opportunity all play a role in a person’s ability to build a stable future.
I came to believe that lasting change requires more than helping people through an immediate crisis. People need knowledge, opportunity, resources, supportive relationships, and pathways toward independence and economic stability.
Those lessons became the foundation of We The People United for Change, Inc.
Today, WTPUFC works to empower individuals and strengthen communities through youth empowerment, financial literacy and homeownership education, health and wellness, community engagement, anti-displacement efforts, and strategic partnerships.
My vision is to help create communities where people are not simply surviving, but thriving—where individuals and families have opportunities to build stability, pursue their goals, and benefit from the growth and revitalization of their communities.
WTPUFC is more than an organization to me. It is lived experience transformed into purpose—and purpose transformed into action."
